SACRAMENTO REGION JUNIOR HIGH WRESTLING BY-LAWS

For any rules not covered in the following, refer to the National Federation of State High School Associations rules book.

OBJECTIVES
The objectives of this Association are:

  1. To encourage and assist in developing the sport of wrestling.
  2. To elevate the standards of wrestling.
  3. To provide means for the correct interpretation of the rules and mechanics.
  4. To promote good fellowship among the members.
  5. To secure a close cooperation and understanding between inter-school athletic officers, wrestlers, members of the press and officials.
  6. To foster a high standard of ethics.
  7. To further the interest in wrestling by fostering a proper spirit of sportsmanship and fair play.

SECTION I: REQUIREMENTS

  1. Age: competitors must be in the third (3rd) through eighth (8th) grade. A wrestler’s age must not exceed 15 years old during the current school year.
  2. Grooming: all competitors must be groomed as to minimize the potential for illness or injury either for the wrestler or his opponent. Finger nails will be clipped. Groom checks will be done at all section dual meets and tournaments.
  3. Equipment: headgear is strongly recommended at all competitions and will be required starting with the 2006-2007 season.
  4. All teams in Sacramento, Yolo, Placer, Nevada, and El Dorado counties and outlying areas as approved and following item E are eligible.
  5. Eligibility: Due to insurance and liability issues competitors may only compete for their school/club team. Some teams are called clubs due to fundraising issues within their district. To be eligible all competitors must attend the school, or a feeder school (feeder: an elementary school in which graduates move on to the Jr. High / Middle School which sponsors the team).
  6. Must also meet the academic requirements for that school.
  7. Practice may not start prior to the Monday following Thanksgiving or as league rules indicate.

 

SECTION II: COMPETITION

NOTE: As members of the Sacramento Region Jr. High Wrestling Section, all teams conducting independent tournaments or duals agree to adhere to all section and T.O.C. rules of competition.

  1. Match Rules: match rules will be conducted in accordance to current high school rules with the following exceptions:
  2. Matches will consist of three, one minute rounds. Optional one and one half minute rounds.
  3. Overtime matches will be one minute sudden death, a 30 second tie breaker if needed.
  4. Extreme emphasis is placed on safety. Referees and coaches are required to stop action any time a wrestler’s safety is placed in jeopardy.
  5. Great emphasis is also placed on stalling. With short rounds, verbal warnings, and cautions need to be called immediately.
  6. Blood time: injury and blood time will be enforced at all competitions.

 

County Championship Tournaments:

  1. There will be a championship tournament for each county/area in which all league teams will participate. Each county/area will determine the site of their tournament. With Springview, Pleasant Valley, and Louis Pasteur having the right of first refusal to host these tournaments, as they have traditionally hosted these tournaments. Each team may enter any number of wrestlers per weight. Each wrestler may enter only one weight class. Teams must weigh in, in accordance with tournament rules.
  2. It is the responsibility of all teams to enter as many wrestlers as possible in the county/area tournament.
  3. An official section roster must be submitted before weigh-ins.
  4. Wrestlers will be seeded by a tournament committee, before the county/area tournament is bracketed. Seeding is based on head to head match-ups and tournament placings.
  5. For tournament bracketing, cross bracketing should be done during the semi-final round.
  6. The top four placers in each weight will qualify for the Regional championship. Alternates may petition for inclusion if there are available openings.

 

Regional Championship Tournament:

  1. There will be one Regional Championship in which the top four   wrestlers in each weight class from each county/area will be represented. Kerr will be host school with the right of first refusal to host this tournament as they have traditionally hosted this tournament as a replacement for the invitational tournament which they hosted in the past.
  2. Weigh-ins will be conducted at the regional tournament site on the day of the tournament. Wrestlers may only enter the weight in which they qualify. Those who fail to weigh in or make their designated weight class will be eliminated from the tournament, and their pre-seeded opponent will advance with a bye.
  3. Bracketing for the regional tournament will place the four qualifying wrestlers from each county in a pre-seeded format drawn up by the seeding committee. Only the top 2 wrestlers from each county/area will be seeded. The number one seeded county champion will be placed in the upper half bracket with the 2nd place winners from the other counties. The number two and three seeds will be the other county/area champions and placed in the bottom half bracket (note: total of six wrestlers seeded).
  4. Team scoring will be as follows: 1st = 14pts, 2nd = 10pts, 3rd = 7pts, 4th = 4pts. Teams will only score points for their highest placing individual in a weight class.
  5. The above tournaments may be modified as needed by the section Commissioners.

 

SECTION III: ADMINISTRATIVE

1. Section meeting:

First section meeting will be held (before or at the conclusion of) the regional tournament every season. A representative from every team is required to attend, in order to discuss rule changes, exchange / discuss information for the next season, etc. Next season’s tournament hosts will also be decided. Teams not represented are not eligible to host championship tournaments for the next season. This is the time to evaluate the section, and make sure it is on the right course. The second meeting to be held in October, date to be established by commissioners.

2. Commissioners:

Commissioners shall be the tournament directors for the county/area tournaments, the regional tournament, and the TOC’s. Commissioners’ duties include: clarifying rules, making necessary judgments, releasing press information, and keeping league / section records. A vote of the commissioners will settle all disputes, clarifications, new rules, etc. Commissioners are responsible for setting a date in October for a general meeting to discuss the coming season tournaments and any new items.

3. Amendments to By-Laws

The by-laws may be amended after written proposal has been presented to, and taken into review by the Commissioners before the next meeting. After presentation of the Commissioners, the amendment may be passed by two-thirds majority of the membership.

  1. The provisions of these by-laws will be established and be effective November 2nd, 2005.

 

GRIEVANCE PROCEDURE

Rules/Violations/Consequences

  1. Coach and Athletic Director bring the league violation to the attention of all concerned. The Coach/Athletic Director of school #1 will try to solve the problem with the Coach/Athletic Director of school #2 before it becomes a grievance.
  2. IT IS STRONGLY RECOMMENDED THAT THE TWO SCHOOLS FIND A WAY TO SETTLE ANY DISPUTES PRIOR TO THEM BEING SENT TO THE SECTION COMMISSIONERS.
  3. Coach/Athletic Director writes a letter to the section Commissioners expressing in detail the nature of the violation. A copy of the letter of complaint is sent to the Coach/Athletic Director of the school with the alleged violation.
  4. Coach/Athletic Director writes a letter to the Section Commissioners expressing in detail a response to the alleged violation. A copy of his/her letter of response is sent to the Coach/Athletic Director of the complaining school.
  5. Both the letter of complaint and any response will be discussed at an official hearing to be held within five (5) days.
  6. Violations of a more immediate nature will be handled as quickly as is possible. The hearing may be held by phone, e-mail, or in person as deemed necessary.
  7. If a Commissioner has a conflict of interest in the dispute, another member will be assigned from an impartial school.
  8. Sanctions against regulations, violations, or a flagrant violation of regulations may result in, but not be limited to the following:
  • Placing the school/athlete on probation. Athlete will be removed from area competition immediately.
  • Elimination from post season in the sport that was violated.
  • Elimination from regular and post season play for one season in the sport that was violated.
  • In order to re-enter the league, the suspended school must write a letter of petition to the section commissioner. Reinstatement into the section will resume only after a majority vote of all section members.
  • A consensus of the Commissioners is needed to proceed to the consequences.
  • Violations by a school/athlete on probation will result in further sanctions.
  • No appeal of any finding will be allowed. All decisions and findings are final and binding.
